Tribal Gaming Commissioner's Guide to Fraud Prevention through Monitoring Audits |
This session is designed to assist tribal gaming commissioners in the following
areas:
- Update for recent changes on audit requirements
- Gaming Machine - recent fraud
cases and common pitfalls of automated systems
- Integration of revenue audit procedures
with cage accountability, floor activities and the accounting department
- Common flags
- Monitoring fraud risks on an ongoing-basis by utilizing red flags in audits

EJ has more than 15 years of experience working with Native American Tribes and their Gaming Commissioners. Currently, she is serving on the task force for the California Tribal Gaming Regulators Association. EJ was a state bronze medalist in the CPA exam. She has provided approximately 100 workshops on various topics relating to the Indian gaming field over the last 10 years.

Sheryl L. Ashley has 15 years of professional experience in public accounting, casino accounting, and consulting. Much of her career prior to joining Egghart & Associates was in working for casinos in Reno, Nevada in the area of revenue auditing. Her work included supervising gaming revenue audits and currency transaction reporting. Recently, she has devoted her time to assisting Indian casinos in California in the implementation of on-line gaming systems including slots, table games, bingo, and other gaming departments.

Compliance as a Habit, not a Chore |
This workshop will take the fear, mystery and difficulty out of audits and reviews
conducted by internal and external regulators and auditors. Regulatory compliance
is not about your external audits but about the tribal regulatory bodies verifying
that the Internal Controls are followed on a daily basis and corrective action
is implemented. Tribal casinos are one of the most regulated businesses and this
workshop will illustrate how the use of technology can reduce the resources now
needed in preparation for the multi-audit and ensure the integrity of your operations.
You will leave this workshop understanding the audit process and specific ways
that your department can avoid audit findings. Gaming Commissions will gain insight
as how to make the external audit process flow more smoothly, avoid material
findings and learn how the use of technology will save resources and increase
integrity.

- Linda Minash (bio)
President, Gaming Informatics, Director of Indian Gaming (Retired), State of Wisconsin
Ms. Minash has more than 20 years experience working in the gaming regulatory
environment. Currently she is serving as the President of Gaming Informatics,
a Wisconsin-based technology company that specializes in gaming regulatory software
and services. For the past 15 years, she has been responsible for oversight of
Indian Gaming regulation in Wisconsin. Ms. Minash served in the dual capacity
for the State of Wisconsin as the Director of Indian Gaming and Regulatory Compliance,
and Deputy Administrator of the Division of Gaming. Ms. Minash instituted many
technological innovations in casino regulation during her career with state government
and as president of Gaming Informatics. She served as the President of the North
American Gaming Regulators Association from July 2000 to July 2001. Ms. Minash
is a graduate of the University of Wisconsin - Madison, with a Bachelor of Business
Administration.

Executive Vice President, Gaming Informatics
Jim has spent the last fifteen years helping businesses build innovative software
systems and to fully utilize their IT resources. He is currently the Executive
Vice President of Gaming Informatics, a Wisconsin-based technology company specializing
in regulatory software and services. Jim has worked with a variety of industries
including health care, insurance, and financial services. In all of these, Ross
has worked to identify core business needs, and to find efficient and cost effective
ways to assist these processes with technology. Through Gaming Informatics, Mr.
Ross has created IRIS, the Integrated Regulatory Information System. IRIS provides
a unified and flexible platform for casino regulatory applications, giving regulators
and operators a single source for managing all of their regulatory requirements.
Mr. Ross is a life long Wisconsin native, and holds a Bachelor of Science degree
in Biochemistry from UW Madison.

Pershlie "Perci" Ami, President, Native Leadership Pathways, is
an enrolled member of the Hopi/Tewa tribe from Arizona, founder of Native Leadership
Pathways (NLP). During the past eleven years Perci has been working in the Indian
Gaming Industry and has presented at NIGA(7years) and Bingo World. Perci is known
for her intuitive, caring, and focused approach to instructing. Perci has a passion
for growing people of all ages, and has a wealth of experience working with the
very young, and with the not so young. While working with Native communities
throughout the United States Perci has successfully combined Native wisdom and
universal principles to assist individuals to discover their personal and professional
path to success, balance and happiness. As a Hopi, which means "Peaceful
People", Perci has dedicated her teachings to assist organizations and individuals
to create peace. As a student, Perci is always eager to learn ways of peace and
harmony from all, thereby creating a circle of student and teacher.
Doyle Turner, Founder, Peaceful Bay Enterprises, is the past Chairman of the
White Earth Reservation Tribal Council. He holds a Degree in Personnel Psychology

Mary Turner, Co-Founder Peaceful Bay Enterprises Mary's experiences as a long
time resident of the White Earth Reservation have enabled her to be a "bridge-builder" between
cultures. Mary has developed and designed curricula and business programs for
entrepreneurs and has taught management at the White Earth Tribal and Community
College. Mary is one of the formational task force members of the Healing of
the Nations conferences, whose purpose is to provide events focused on the healing
of addictions. Mary strongest value is the life changing power of choice. Her
extensive teaching experience and domestic and international travels make her
a sought-after consultant, trainer, and business manager. She holds a Bachelor
of Science Degree in Business Management and believes that sound management and
organization skills are the keys to success in business.
Anthony (Tony) St. Clair, founder of Scent Detection Systems and Security
Services is an enrolled member of the White Earth Reservation in Northern Minnesota.
Tony possesses 20 years of hands-on experience in the security field. His work
includes security leadership, internal controls, personnel training, and investigations
for major corporations and Native gaming facilities. Tony provides narcotic detection
services utilizing passive alert canines that have successfully helped to deter
illegal drug activity in the gaming facilities he consults. Working in conjunction
with Drug Beat, he trains and certifies canines for narcotic service for law
enforcement and private security agencies. Tony services include incorporating
training for security personnel with an array of topics such as officer tactics,
presence and procedures. Tony is committed to providing the best service to his
clients in preventing drug and illegal activity in their establishments.

Currently the Chief Executive Officer of FFE/adventas, Forsythe was an original agency partner when it was formed in 1985. Prior to the agency, Forsythe served as the Director of Public Communications for Caesars Palace and Director of Advertising and Publicity for the Riviera in Las Vegas. Forsythe is a graduate of San Jose State University with a BA in Journalism.

Steve Browne is the Vice President and Customer Service Associate of Raving Consulting Company. Steve is a graduate of the University of Colorado and has over 25 years of experience in the gaming industry, most notably nine years as the owner and general manager of Cactus Jacks, a customer-focused locals casino in Carson City, Nevada. From this incredible experience in “customer worship,” Steve has created an entire suite of Raving training products and services. His gaming savvy, extremely motivational style, and “people focus” have quickly helped Steve to become the premier customer service resource in the gaming industry.
